Prior to joining HOC, Mr. Swan served as the Family Services Administrator for the District of Columbia Department of Human Services, overseeing the District’s homeless services, adult protective services, and refugee resettlement programs. Mr. Swan has extensive experience in the housing, social services, mental health and domestic violence fields. He has worked for over 17 years in the Baltimore/Washington Metropolitan regions and has demonstrated a passion for helping others, a talent for cutting across silos to solve complex problems, and an ability to develop and lead staff.

Mr. Swan is a graduate of Westfield State College, where he earned his B.A. in Psychology. Following his undergraduate studies, Mr. Swan continued to the Smith College School for Social Work where he obtained his Masters degree. Mr. Swan is a Licensed Independent Clinical Social Worker and a Certified Facilitator for the Duluth Model Domestic Violence Intervention Program for batterers.
